15 October (Part 1) - An enforcement or not?
There was a reference here last week to
plannng enforcement notices issued by
Bexley Council against Kulvinder Singh and his companies. One concerned the old
Drayman public house at Crook Log.
It was demolished and permission was granted for eight small flats and a house
on the site.
Quite when they were constructed is hard to tell but building was in progress
in November 2018.

An Amendment to a 2013 application.
In 2023 the Council realised that something wasn’t quite right. There were more than eight flats.
They believed that there was a very retrospective application in June 2023 but it was withdrawn two
months later leaving the flats “illegal”. Hence the enforcement notice.

What became of that is yet to be determined but in January 2024
another retrospective application was submitted; a mere eleven years
late, so one might assume that once again Bexley Council did not pursue the case
as far as it could have done.
You may note that these documents do not refer directly to Mr. Singh but the
covering letter refers to his company Balmonza Ltd and the documents were released
following an FOI about Mr. Singh’s activities.
As usual one must wonder why the Council’s planners are so favourably disposed
towards someone who constantly and skillfully pushes the legal boundaries.
Note: Eight Drayman entries have been added to the
Index of Singh related blogs.
